Nik asked for this after debugging a Cirrus outage. He's like to be warned when a sync-file/sync-dir doesn't update any files. In this particular instance he did a `git fetch` on tin followed by a `git log HEAD..origin/master` and then a `sync-dir`. Oops, forgot `git rebase`.

Could either log to the operator's console, or maybe even better add "updated N files on M hosts" stanza to the SAL announcement.

Is this relatively easy with the new scap?

It's possible but not easy. Something like `rsync --info=COPY,DEL ...` and then scraping the rsync output could be used to do it in theory.
