Original bug title:
Upload Wizard must not use async=false for checking the validity of a custom license tag

Reproducing:
* https://commons.wikimedia.org/wiki/Special:UploadWizard
* Proceed until Licensing. Select This file is not my own work. -> Another reason not mentioned above -> The license is described by the following wikitext (must contain a valid copyright tag)

Reason:
I. It's deprecated:
Use of mediawiki.api async=false param is deprecated. The sychronous mode will be removed in the future.
II. It's bad practise because it freezes the user interface. And given other bugs with the custom license input, it really goes unresponsive, when for example entering "{{CopyrightByWikimedia}}"

I *really* question whether the one who coded that ever cared about Commons users.
