Tools without a public_html directory are not included in the tool list on http://tools.wmflabs.org/. I had deleted it for my two Tomcat-based tools, and as soon as I re-created it they appeared in the list again.

Bug 49937 included a suggestion to do something like that (to hide tools with no web interface), so maybe it was implemented at some point without updating that bug?

Probably all that needs to be changed is to also check for a public_tomcat directory when deciding whether to include a tool in the list.

This will be fixed with the coming overhaul of the tool list.  I'm marking this bug as duplicate of 49937 since the same fix will correct both.
