If there is a link to a Special:Permalink/90502 where 90502 belongs to a revision of a deleted page, we only get [[MediaWiki:Missing-revision]] which assumes that the page is Main Page if there is no title parameter in URL. So if one does not know the title of the page, it's really difficult to restore that revision/page. [1] This happens only for URLs with oldid parameter only. It is possible to view/restore revisions with special:diff (without the title parameter). [2] 1. https://test2.wikipedia.org/w/index.php?oldid=90502 2. https://test2.wikipedia.org/w/index.php?diff=90504 It should be possible to view/restore deleted revisions with only oldid without knowing the title.
Changing component Revision Deletion -> Page deletion. This doesn't appear to be about revdel.
