The popup dialog for 'use this file' has a lot of empty space in it, and the actual content appears offscreen on an iPad's 1024x768 screen when the info drawer is fully opened in landscape mode.

This sounds like a "don't do that then" issue to me - you can just pull back the drawer a bit to access the popup. We could flip the direction of the dialog when it is close to the top, but I am not sure it is worth the effort.

As for the empty space, the download dialog needs most of that space, and the dialog changing size when switching between its tabs would be annoying, that's why it has so much empty space in share mode.
