Steps to reproduce:

1.  Make your browser window short (<400 pixels?).

2.  Open a page using the Monobook skin, e.g., https://en.wikipedia.org/wiki/Nicholas_Rigby?veaction=edit&useskin=monobook.

3.  Click the (?) button to open the Help menu.

4.  Because of the short screen, the entire menu does not fit on the screen at once.  Try to scroll down to read the last line on the Help menu.


The Help menu is not scrolling, so you can't see anything that doesn't fit on your screen.  This is not a problem in Vector.  I have confirmed this in both Safari 6.1.4 and Firefox 30.
