For instance:

* In VE-MW, MenuToolGroups clip correctly, but in VE core they don't clip, and in the OOUI toolbar demo they don't clip either
* In VE-MW, inspectors don't clip at all. This is not too bad for the old link inspector, but the new link inspector is bigger, and the special character inspector is huge

These symptoms suggest there's some bug where clipping only works if the element's parentage satisfies certain conditions? Something weird is happening.

Note that c78efc5df9e429b6d1a3834a1c3e6206719e1e15 makes VE's inspectors' PopupWidgets not clippable. Special character inspector isn't *that* huge.

Either this doesn't happen anymore, or the reproduction instructions are insufficient. :)
