We should not use local wikis url construction methods to create a link to another wiki.

I think that we discussed it a couple of times: Aren't we assuming that CX is giong to be used on CentralAuth wiki families with corresponding URL structure?

$wgContentTranslationDomainTemplate should usually be used for constructing a domain.

CentralAuth has nothing to do with URL patterns.
