Make reproduction steps for filing a github issue for routing around nodes that are totally busted.  If, say, you jam rotating disks into a cluster that is used to spinning disks, the node will fall over once it starts trying to host shards.  It's disk will thrash and thrash and performance on that node will suffer.  We should have _some_ way to route around it.
