Chef (http://www.getchef.com/) is installed (both chef and chef-zero Debian packages) I'm not sure if this is just a Trusty thing (quick Googling did not indicate this), installed by default in the cloud package (but it still shouldn't run by default), or somehow it's being brought in as a dependency.
Forgot to mention in the body, it's also running.
aptitude why chef ?
$ aptitude why chef Unable to find a reason to install chef. $ dpkg -l|grep ^ii|awk '{printf "%-20s %s\n", $2, $3}'|grep chef chef 11.8.2-2 chef-zero 2.0.1-1 It must be included in the base cloud image we are importing.
