SO: Linux server45.hostinger.com.ar 2.6.32-531.11.2.lve1.2.55.el6.x86_64 #1 SMP Fri Apr 18 09:06:31 EDT 2014 x86_64

I have a problem when I upload a image. The error is:

Error al crear miniatura: Unable to run external programs, proc_open() is disabled.
Error code: 1

I don't know how can I fix it. I searched the web, but I can't find a solution of my problem.

Can you help me?

Yesterday I update mediawiki from 1.19.17 to 1.23.1

This particular problem has already been reported into our bug tracking system, but please feel free to report any further issues you find.
See the fix in bug 66467: You could backport https://gerrit.wikimedia.org/r/#/c/140416/ or wait for the next 1.23.x release.

I can't understand, why is PATCH_TO_REVIEW? And how I can use a PATCH_TO_REVIEW to solve the problem?

I don't know *what* you ask, but I have pointed you to https://gerrit.wikimedia.org/r/#/c/140416/ already and explained already that the problem has been fixed. If you don't know what to do, wait for the next 1.23.x release and upgrade to it.

This should have already been fixed in the 1.23.1 release given the date of release

But the problem is that I did yesterday all that bug 66467 say that I need do, but the problem persist.
All this make that I ask me, Is really fixed? or only somebody mark as fixed because nobody continuing posting?

I'm not sure what "all that bug 66467 says" exactly means. 
Did you extract the patch (how) and apply it to your codebase on your server? How did you check to make sure it's applied?
