Execution of '/usr/bin/apt-get -q -y -o DPkg::Options::=--force-confold install python-pip' returned 100 - installs recommends causes breakage because: E: Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/d/dpkg/libdpkg-perl_1.17.5ubuntu5.1_all.deb 404 Not Found [IP: 91.189.91.14 80] E: Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/d/dpkg/dpkg-dev_1.17.5ubuntu5.1_all.deb 404 Not Found [IP: 91.189.91.14 80] These two packages have been superseded by newer versions on http://security.ubuntu.com.
I think I can fix this by making our `apt-get update` exec run before any Package defines.
