The User Merge and Delete extension was enabled on migrated Wikivoyages to allow for user's former WT accounts to be merged with their new Wikimedia SUL ones.

However, that also gave the ability for crats on those Wikivoyages to delete users, something that I don't believe was intended.

With I63a410cb317b66ac7b03a5c9473bc9f5159155b6 (merged), we now have a configuration setting to control that behavior.

Deployed by Reedy. This won't take effect until the new UserMerge code reaches Wikivoyages, which will be Tuesday, but that's fine.
