Done locally in /a/commmon/private on tin. Symlinks to replace AdminSettings.php in https://gerrit.wikimedia.org/r/145404

Only obvious use of AdminSettings.php (in puppet repo) is replaced in https://gerrit.wikimedia.org/r/#/c/145017/
