I'm testing VisualEditor on 1.23.1. Everything is OK except for inserting an image. When you insert media, you can't use search function. The error message is 'error":{"code":"readapidenied","info":"You need read permission to use this module"}'. However if I set  $wgGroupPermissions['*']['read'] = true, the pictures will be shown.

I can confirm this issue. The problem is related to the use of the parameter 'callback=jQuery...' in the api call. 

According to https://www.mediawiki.org/wiki/API:Data_formats#Callback_restrictions, when callback mode is used clients are treated as anonymous users, even after logging in. Is callback mode strictly necessary?
