Currently the user has to scroll all the way up to access the publish button. We can have a link, clicking on that scrolls the page up. May be a floating link at bottom right.

... Or simply a floating toolbar of some sort, as in VE and Winter.

This requires design, but I agree that it should be addressed soon.
