It's easy to respect https://meta.wikimedia.org/wiki/Terms_of_use#7c , just add a link to the source page in the edit summary of creation. (Preferably an interwiki link, so that it's clickable, but if it's hard at least a full URL.) None is seen in http://es.wikipedia.beta.wmflabs.org/?oldid=6183 or http://es.wikipedia.beta.wmflabs.org/w/index.php?title=Especial%3APáginasNuevas&namespace=2 Illegality of the tool blocks any enabling on actual projects, marking highest priority. (Not "blocker" because unrelated work can continue in parallel, though unusable until this bug is fixed.)
meta=siteinfo&siprop=interwikimap provides a list of available interwiki prefixes which one can match to the source URL to construct an interwiki link where possible. https://es.wikipedia.org/w/api.php?action=query&meta=siteinfo&siprop=interwikimap
Hm. In ukwiki we more often use [[:uk:Template:Перекладена стаття]] on talk pages of translated articles. The parameters are lang of another WP, article name in there and oldid of version translated. It would be nice if it'd be possible to set such style of attribution in the tool (some interface message giving these parameters to write Tl's syntax in it).
This bug is only about legal requirements, please file separate bug reports for additional feature requests.
Nemo, thanks for the bug. I already discussed this with the legal team. As a first step we'll probably add a URL to the edit summary, and that would satisfy the bare minimum legal requirements. There is already a Mingle story for it: https://wikimedia.mingle.thoughtworks.com/projects/language_engineering/cards/4326 It will probably be done soon, and it will certainly be done before wider deployment. Further down the road, more attribution metadata may be added to articles - license, source, original language, etc. This issue is neither new nor unique to ContentTranslation, so it's outside the immediate scope of this bug report.

CT isn't really deployed so there's probably twenty other tickets you could also put to highest priority for this component by this argumentation... I haven't see anybody working on this ticket for six weeks since you set highest priority; I'll leave it to L10N Eng whether highest is really realistic here.
