Flow is starting to issue notifications based on the users watching a title, most notably for users watching a talk page with flow on it they will receive a notification for every newly created topic.  enwiki currently has about 900 pages with more then 1k users watching it, with  10k-30k subscribers for the top 40 and 209k people watching one page.  

Flow is not yet on these pages, but when it is it will need a way to provide these users in a batched method rather than thousands at a time, perhaps using an Iterator or even yield if hhvm is deployed and we move the minimum php version to >= 5.5.0
