We don't appear to have Jenkins doing anything on the phabricator/* repos; we should at least get some linting or other basic stuff going there.

We could get php linting job for a start. Not sure how helpful it would be.

Is there any tests suite to run on the repositories?

Added phplint to all repositories. I sent test changes to confirm:

Gotta figure out what kind of other tests would be needed on those repositories.
