temp file issue

All day today I have been encountering the error "Internal error: server failed to store temporary file" for UploadWizard on beta commons, see screen shot. 

This problem coincides with putting HHVM on beta labs.

Bryan Davis suggests that stashing temporary files has been an issue in the past, but in beta labs we can show that it exactly coincides with the HHVM release in beta: https://integration.wikimedia.org/ci/view/BrowserTests/job/browsertests-UploadWizard-commons.wikimedia.beta.wmflabs.org-linux-firefox-sauce/

This problem does not cause any crash reports from HHVM.
