When someone "builds" an instance, immediately an Echo message gets generated "$USER built an instance [...]".  Soon after the instance status switches from "BUILDING" to "ACTIVE", however the instance usually isn't even accessible at this point due to the initial Puppet run still running.  So you need to check periodically if the Puppet run has now finished.

It would be nicer if firstboot.sh could send an (Echo) message after the initial Puppet run to the project/instance owner: "Your instance is now ready for use."
