The MediaWiki extensions qunit jobs are bound to gallium.  We have more and more extensions adding qunit support, the jobs should be able to run on lanthanum as well.

- need the apache conf set up there
- the {name}-{ext-name}-qunit  should use productionSlaves label

Needed a couple follow up changes in puppet but we now have a localhost.qunit vhost on lanthanum!

Have to unleash jobs so they can run on lanthanum as well.  Will do that on Monday by adjusting the labels.

The mediawiki-core-qunit got updated.  Have to update extensions ones as well.
