steps-
1> open a page in VE.
2> Insert -> Comment. Add/Edit Comment dialog does not pop.

Any errors in the JS console?

yes, the error appearing in the console is:
Uncaught TypeError: undefined is not a function

This is the same bug as https://bugzilla.wikimedia.org/show_bug.cgi?id=68960
Just in Chrome the JS error is different , so initially I thought its a different one.
