Intention:
Re-use an existing reference

Steps to Reproduce:
1.  Open a page containing a citation.

2.  Cite > Re-use.  Click on a reference.

3.  Go to another sentence.

4.  Cite > Re-use.  Click on the same reference (it's already highlighted).


Actual Results:  
The first time, it adds the ref.  The second time, it does nothing.  You have to insert a different (wrong) ref, delete that, and then add the one that you wanted (now that it's stuck on the "wrong" one).  Canceling and trying again doesn't help.
