tests/phpunit/install-phpunit.sh uses PEAR to install PHPUnit, but the PHPUnit PEAR repository is not supported anymore and will go away at the end of the year. The PHPUnit website now suggests downloading the PHAR instead or using composer.

We need the MediaWiki phpunit.php wrapper to support loading the .phar.  That is bug 58881 which has a bunch of patches attached.
