See [https://en.wikipedia.org/wiki/Wikipedia:Village_pump_%28proposals%29#Allow_.22suppressredirect.22_and_.22move-subpages.22_within_userspace]. There is consensus for the rights "supressredirect" and "move-subpages" to be avalible to all editors when moving pages around userspace. Not sure if this can be done by a simple configeration change, or if a change to MW needs to be made.

We are almost a month on now; Any movement on this yet?

There's not a switch we can flip to turn this on. Someone will have to write the code to let us do this.

I'm going to move this to the "MediaWiki" product as this requires code changes; patches welcome.
