Environment- beta, production

1> Try to open your User page without logging in.
2> Shows the "Welcome to VE" popup, click on "continue" to proceed.
3> opens the page in VE mode , but the VE Edit tab is not seen on top.

In test2 follow the above steps and the page would open in the Read mode and all the tabs(Read, Edit and Edit source can be seen).

Yes, this is intentionally how it's configured on some wikis.
