environment- test2

1> open page in VE, insert a comment.
2> Click to edit the comment.
3> Now click on the Text Style Menu, notice the  text style drop-down opens with edit comment dialog overriding it . Please see screenshot.

Only on Monobook skin, same issue found in FF.

Think that this may have been fixed by Gerrit change #156723.
