Steps to reproduce:

1.  Click on https://en.wikipedia.org/w/index.php?title=Template:Mash-your-keyboard&action=edit

2.  Think, "Isn't it a bit odd to offer this button when no template exists?"

On the other hand, the button probably should be offered for non-existent documentation subpages.

No, this is exactly what you'd want when creating a template.

Is your idea of the template workflow "First document the parameters, then write the code"?  I suppose it's possible, but I don't believe that I've ever seen a Wikimedian do that.

No. Click create > write template > click TemplateData > write TemplateData > save.
