A list for this already exists: <https://lists.wikimedia.org/mailman/listinfo/wikimediareference-l>  "Discussion about the use reference sources by Wikimedians". 

It hasn't been used since 2011, but if you wanted a specific list like this, then you could restart posts on that list?
