To reproduce:
1. Open: http://es.wikipedia.beta.wmflabs.org/w/index.php?title=Especial:ContentTranslation&page=Brett+Wiesner&from=es&to=ca&debug=true

2. Only use MT while translating.

3. Result: http://es.wikipedia.beta.wmflabs.org/wiki/Usuario:KartikMistry/Brett_Wiesner

Expected result:
1. Article with 100% MT should not be published (or with big fat warning for es-ca is fine :))
