in flow if i start a topic, it doesn't have means to add subsection (which needs to be separate discussion/topic) like that

Yes, multi-part split discussions are definitely on the roadmap. It's a requirement for Flow being useful for complicated, RfC style discussions. I don't know exactly when we're going to get to it, but it has to be done.
