Only FuzzyBot can edit a translation page directly, but translation admins sysops (pagetranslation + delete) are supposed to be able to delete.

To clarify, the actual moving or deleting is performed by the extension under FuzzyBot's name (using the job queue). [[mw:Special:Log/FuzzyBot]]
