Intention:
Add a new paragraph, then merge it with the previous paragraph.

Steps to Reproduce:
On the article 'Boris Johnson' on English Wikipedia, I opened the Visual Editor, went to the section entitled "Political career", then placed my cursor at the end of the last paragraph of that before the first subsection ("Higher education"). I then pushed enter to start a new paragraph. I typed some text, then placed my cursor at the beginning of the new paragraph and pressed delete to merge it with the previous paragraph.

Actual Results:  
The editor initially decided to move it to the previous paragraph, then removed the content I had added.

Expected Results:  
The editor should merge the two paragraphs.
