This has been a problem for a while now, but I guess no one else has filed a bug since no one really cares.

I know at least of:

Bug 68884 - Inconsistent "Unfinished animations" error, probably being attributed to the wrong module 
Bug 67481 - mw.trackSubscribe should prevent infinite recursion
Bug 67383 - "Maximum execution time" error in JavaScriptMinifier while minifying QUnit test modules

Please give with some stack traces, logs etc :-]

Meanwhile I am moving this bug under MediaWiki > Unit tests

All failing tests show "unfinished animation". Matthew Flaschen filled a bug for it

That was first noticed when running QUnit with GettingStarted, but eventually has been confirmed with a standalone mediawiki core.
