Seen on beta labs, this is likely an enhancement: 

* On any page, invoke Cite inspector
* Click Cite/Website, create the citation and click "Insert citation" for "Cite web"
* Without touching anything else, click Cite/Book
* User sees the Cite/Website inspector, even though user has clicked Cite/Book

I suggest that user be given some sort of status message explaining that an existing citation is active, or that some other action is necessary before user can create a second citation of a different type.
