When I choose "Monitor or Edit" in the settings, it seems to disable it completely.

It still shows the "Enable Hovercards" link in the footer (misleading since it's already enabled), but does nothing on hover (instead it shows the normal title text).

This is tested on English Wikipedia on 1.24wmf16.

I'm experiencing the same issue. I assume it should be turning on the "navigation popups" gadget and turning off hovercards when applying that setting, but it simply turns off hovercards without enabling the other gadget. It also doesn't display the correct active setting within the hovercard settings panel; the panel shows "Read Quickly" as active regardless of the chosen setting.

I'm seeing this behavior on the most recent version of Chrome on OS X 10.10.

Yes, that's my understanding (from talking to Prateek and looking at the bug/fix).
