Other skins call hooks to enable customization.

There actually is only one (now deprecated) hook that is called consistently by skins, which is SkinTemplateToolboxEnd. This hook is also called by Chameleon.

Any other hooks are called by the MW core. The SkinTemplateOutputPageBeforeExec hook in particular is called from \SkinTemplate::prepareQuickTemplate and behaves in Chameleon as expected.
