This only happens on first scroll of the page.

I don't foresee a simple solution for this... it has to do with how the WebView component renders the content natively.  There are some reports that turning off hardware acceleration in the WebView removes the flickering effect, but that obviously can't be an acceptable solution for us...

Can someone give me some steps to reproduce this? I can't reproduce it myself.

Well that's the other thing: it's inherently device-specific, since it involves hardware acceleration (some devices handle it better than others).

On the alpha it is, not on stable yet.
