Steps to reproduce:

1.Open a page with VE
2.Insert an image
3.Change the type of the image to "Frame"
4.Click on "Apply Changes"
5.Reopen the media settings dialog for that image

Observe that the "Make full size" button is now active
Click on that.
The Custom tab does not get enabled, even though the size has just been customized by making it full size.
