Currently language selector adds <span lang=".." dir="..."> which is good for multiple words. However, sometimes longer text such as [few] paragraphs, lists etc should be makred as different language, and in this case it should wrap it with div.

Example: https://he.wikipedia.org/wiki/%D7%A9%D7%9E%D7%A2%D7%95%D7%9F_%D7%90%D7%95%D7%9C%D7%9E%D7%9F?veaction=edit&uselang=en - the second title is "Books" and since all the books are in English, the whole list should be wrapped with <div lang="en" dir="ltr">.

Merging with bug 60187; this will require a major amount of work to provide a block-level editing concept more widely, of which this is the most obvious (but not sole) user.
