When the create book is active, when a user hovers a link instead of getting the alt text for the link they get "Add linked wiki page to your book"

This breaks good practice for accessibility for people with disabilities who use screen readers. They get this text read to them instead of the alt text for the links when navigating around the site.

There needs to be a way to disable the "Add linked wiki page to your book" hover text. The page can still be added to their book via the creator box in the site notice panel.

I'm running MW 1.23.2 and Collection 1.6.1
