I notice that when I have no notifications, it does not flyout upon clicking. It brings me to this page attached to this bug. It should fly out whether there is a new notification or not upon clicking.

This has happened to me too.

bsitu says clicking the [NN] counter should always make a flyout appear. If it doesn't, then you probably have JavaScript errors. If you can reproduce,
* open the browser's developer tools console
* click [Persist] or the red "Record network log" so that the errors remain
* reload the page and click [NN] counter
* if the flyout doesn't appear paste any errors into this bug.  

It just happened to me the first time I visited beta labs today. Now I can't reproduce, even after logging out and back in. Maybe it's a race condition where the JS hasn't loaded yet. If that's the problem maybe the [NN] counter could go from a dim red to bright red when its JS has loaded.

Sounds like beta labs issues. You only go to the page when JavaScript fails to load.
