Picked up by browser tests. If you register a new account Expected: You get a welcome to Wikipedia message. Actual: No notification. Can replicate locally, and on beta labs See https://integration.wikimedia.org/ci/view/BrowserTests/job/browsertests-Echo-en.wikipedia.beta.wmflabs.org-linux-chrome-sauce/
It must be the global setting overwriting the local setting
I like to add the "browser-test-bug" keyword to issues that browser tests uncover. This is really great. Thanks Jon.

We're glad you're here." notification. The gerrit patch fixes an Echo bug only in 1.24wmf19, so we'll backport to that.
