If you register a new account
Expected: You get a welcome to Wikipedia message.
Actual: No notification.

Can replicate locally, and on beta labs

It must be the global setting overwriting the local setting

I like to add the "browser-test-bug" keyword to issues that browser tests uncover.

StevenW and I now find new enwiki accounts *do* get "Welcome to Wikipedia, USERNAME! We're glad you're here." notification. The gerrit patch fixes an Echo bug only in 1.24wmf19, so we'll backport to that.
