[[Special:Upload]] should have a way to show a preview of the description the user entered. This probably has to be done using Javascript, as submitting the form would upload the file directly, even if the user just wanted a preview. de.wikipedia.org has a script to do so on [[de:MediaWiki:Onlyifuploading.js]], which could be used as a basis.
