If there is a link to a deleted/non-existent banner, it gives a MWException error.

[randomstring] timestamp: Fatal exception of type MWException

For example, https://meta.wikimedia.org/wiki/Special:CentralNoticeBanners/edit/blabla

Instead it should be a more user-friendly message that says that the banner does not exist, similar to [[MediaWiki:Noarticletext]].
