"Gate and submit" jobs take ages to run (30m+). For example, on https://gerrit.wikimedia.org/r/#/c/157032/ it took 51 minutes from my +2 to when the change was actually merged. This is hindering development.

That is an issue in the Jenkins gearman plugin which sometime forget about the jobs. Hence Zuul can no more trigger them and keep queuing new job requests.

That is a java code issue and upstream is more or less aware about it though there is not much effort put into it unfortunately :(
