[[MediaWiki:Noarticletext]] is shown when someone is creating a page, above the edit box. See:

VisualEditor should respect this and also show such text in some prominent place.

https://en.wikiversity.org/w/index.php?title=Lalala&action=edit&uselang=qqx is showing 'newarticletext' (not 'noarticletext'), which VE already does...

'noarticletext' is shown on action=view.
