Locally and on http://tools.wmflabs.org/oojs-ui/ RTL styling version appears to be not RTL. Despite <body class="oo-ui-rtl">, the following CSS rule from oojs-ui-apex.rtl.css is applied:
.oo-ui-rtl {
  direction: ltr;
}

It appears that flipping of 'ltr' to 'rtl' is broken. This must have happened recently (a change to a node module) and is not related to changes in the GitHub repo.

If you cannot reproduce the issue, let me know and I'll attach a screenshot.

Whatever it was, it's now working.

Should have been fixed by gerrit I94a64d873.
