We need to adapt the entity suggester to the new dump format. We can either switch to the new format in the XML dumps or we can switch to using the JSON dumps instead.

I took care of this as part of the 1.2 release of the Python Code - which now works with the JSON dumps instead of the XML dumps and needs to be combined with the 1.2 release of the Main/PHP Code

There is now a seperate pull request for using Json Dumps as well: https://github.com/Wikidata-lib/PropertySuggester-Python/pull/13
